Zelenskyy: Ukraine Lacked Early Warning Before Russian Missile Attack on Kyiv

Ukrainian President Volodymyr Zelenskyy announced on Tuesday that Ukraine did not receive any advance warning from international allies before a Russian ballistic missile attack on Kyiv, which resulted in damage to civilian infrastructure. Zelenskyy reported that five missiles targeted civilian areas during the strikes on Monday.

Emphasizing the critical importance of timely intelligence sharing, Zelenskyy stated that early warnings about missile launches are vital for enabling civilians and emergency services to adequately prepare for such attacks. Ukraine’s Foreign Minister, Andrii Sybiha, mentioned that despite ongoing intelligence cooperation with international partners, the lack of a warning might be related to the specific type of missile used by Russia in this instance.

This incident occurs amidst concerns over the status of US intelligence support for Ukraine. Reports suggest that American officials had previously cautioned Ukrainian counterparts about the Trump administration’s consideration of suspending intelligence sharing. Ukrainian officials continue to stress the necessity of such cooperation, particularly for detecting ballistic missile threats and long-range bomber activities.

Further complicating the situation, tensions have risen due to attacks on energy infrastructure. US President Donald Trump urged Ukraine to cease strikes on Russian oil refineries and announced a deal with Russian President Vladimir Putin regarding diesel supplies. Despite Trump’s claims of an energy ceasefire agreement between Russia and Ukraine, Zelenskyy noted that Ukraine has not received confirmation of such an arrangement.

Zelenskyy accused Russia of persisting with attacks on Ukrainian energy facilities despite the alleged ceasefire. He stated that Ukraine had temporarily halted attacks on Russian energy infrastructure following the US announcement but insisted that any cessation of hostilities must be mutual and backed by credible assurances.

Continued Russian strikes have resulted in civilian casualties and destruction across Ukraine. In a separate incident in Kharkiv, Zelenskyy reported that four individuals were killed and 41 injured after a residential building was destroyed. In response to the escalating attacks, Ukraine has called on its partners for enhanced air-defense support, including Patriot missile systems, as the threat to cities and energy infrastructure intensifies ahead of the winter season.
